Determination of residence. For purposes of this title, the residence of a person is:
1. The domicile of such person;
2. If the domicile of the person cannot be ascertained, the place where he was last employed; or
3. If the domicile of the person cannot be ascertained and he is not or was not employed, the place where he made his home or headquarters.
