Rules, regulations and standards. The Division may establish all rules, regulations and standards not inconsistent with the provisions of NRS 435.130 to 435.320, inclusive, which it deems necessary in order to carry out the purposes of such sections and to set qualification standards for centers to receive the aid provided for by such sections.
