Civil penalty. In addition to any other civil penalty provided by law, a person who violates any provision of this chapter or any regulation adopted by the Board is subject to a civil penalty of not more than $10,000 for each violation. Any such penalty must be imposed by the Board at a hearing for which written notice has been given not less than 30 days before the hearing.
