Issuance of licenses. [Effective on the date of the repeal of the federal law requiring each state to establish procedures for withholding, suspending and restricting the professional, occupational and recreational licenses for child support arrearages and for noncompliance with certain processes relating to paternity or child support proceedings.] A license as a barber or an apprentice shall be issued by the Board to any applicant who shall:
1. Pass an examination as provided for in NRS 643.070 and 643.080.
2. Possess the other qualifications required by the provisions of this chapter.
3. Meet the requirements as set forth in the rules and regulations of the Board.
