Administrative expenses deemed cost of administration of operation of motor vehicles on public highways. The expenses incurred in the administration of this chapter and in the administration of the powers and duties provided in this chapter shall be deemed to be a cost of administration with respect to the operation of motor vehicles upon the public highways of this State.
