Fees for towing abandoned automobile. An automobile wrecker may only charge and collect those fees for towing an abandoned automobile as are prescribed by regulations of the Department. An automobile wrecker shall not charge a fee to tow an abandoned vehicle if he does not obtain the consent of the owner of the property to tow the vehicle.
