    § 222. Suspension of operations.  If any institution in the university
  shall  discontinue its educational operations without cause satisfactory
  to the regents,  it  shall  surrender  its  charter  to  them,  subject,
  however,  to  restoration  whenever  arrangements  satisfactory  to  the
  regents are made for resuming its work.
