New York Executive Law Section 491 - Contract authority.

 491. Contract  authority.  The  office  is hereby empowered to enter
  into any agreement or contract with  any  private  or  public  agencies,
  corporations  or  individuals  necessary  or convenient to carry out the
  provisions of this article.
