New York General Municipal Law Section 121 - Establishment and maintenance of free public baths.

  121.  Establishment and maintenance of free public baths. Any city,
  village or town may establish and maintain free public  baths,  and  any
  city,  village  or  town may appropriate of its funds for the purpose of
  establishing such free public baths.
