New York State Finance Law Section 75 - Establishment of accounts.

  75.  Establishment  of  accounts.  The comptroller is authorized to
  establish whatever accounts  he  deems  necessary  in  conformance  with
  generally  accepted  accounting  principles  for  the  discharge  of his
  duties.
