Oregon Statutes - Chapter 366 - State Highways and State Highway Fund - Section 366.015 - “Hard surfaced highways” defined.

As used in all highway Acts, “hard surfaced highways” means any state road or highway constructed and surfaced or to be constructed and surfaced with such materials or combinations of materials as to produce what is commonly known or styled “pavement,” and not such construction or surfacing as is commonly known as “macadam.”
