After December 31, 1994, all woodstoves, other than cookstoves, not certified for sale as new on or after July 1, 1986, under ORS 468A.480 (1) shall be removed and destroyed upon sale of a home in any PM10 nonattainment area in the state that does not attain compliance with the PM10 standard established by the Environmental Quality Commission under ORS 468A.025 by December 31, 1994.
