The State Parks and Recreation Director is authorized to issue a license permitting the holder of the license to conduct any business therein named upon the grounds of the Oregon State Fair. Issuance of licenses shall be in accordance with the competitive bidding requirements of ORS 279.835 to 279.855 and ORS chapters 279A and 279B for the awarding of public contracts, to the extent those procedures are practicable.
