Oregon Statutes - Chapter 701 - Construction Contractors and Contracts - Section 701.555 - Barrier-type exterior insulation and finish systems.(1) As used in this section, “barrier-type exterior insulation and finish system” means a foam insulation board inner layer, a polymer and cement base coat middle layer reinforced with glass fiber mesh and a textured finish coat exterior layer, in which: (a) The layers are bonded to the outside face of an exterior wall; (b) The middle or exterior layer, but not the inner layer, provides a water resistant barrier for the exterior of the building envelope; (c) The layers do not provide a means of drainage for water that accumulates behind the exterior surface; and (d) The layers insulate the building. (2) A person licensed or required to be licensed under this chapter may not install a barrier-type exterior insulation and finish system on: (a) A new building; or (b) An existing building, except as necessary to repair or replace a previously installed barrier-type exterior insulation and finish system. (3) Subsection (2) of this section does not apply to the application of a barrier-type exterior insulation and finish system: (a) As an architectural feature that is not intended to protect an interior space of the building; or (b) To a concrete wall or a concrete masonry unit block wall.
