No insurer or licensee under the Insurance Code shall refer an individual to the Oregon Medical Insurance Pool, established under ORS 735.600 to 735.650, for coverage offered by the pool or arrange for the individual to apply to the pool for the purpose of separating the individual from health insurance benefits offered or provided in connection with a group health benefit plan.
