California Business And Professions Code Section 9805

No person registered under this chapter shall be required to
apply for a license pursuant to Chapter 9 (commencing with Section
7000) if that person's activities consist only of (a) installing
satellite antenna systems on residential structures or property, or
(b) installing, repairing, servicing, or maintaining televisions, or
an electronic set normally used or sold for personal, family,
household, or home office use, or any appliances, and that
installation, repair, service, or maintenance is not subject to and
regulated under Chapter 9.
