Expiration, revocation or surrender of permit or certificate does not prohibit disciplinary action against holder of permit or certificate. The expiration or revocation of a permit or certificate by operation of law or by order or decision of any agency or court of competent jurisdiction, or the voluntary surrender of such a permit or certificate by the holder of the permit or certificate does not:
1. Prohibit the Commission or the Division from initiating or continuing an investigation of, or action or disciplinary proceeding against, the holder of the permit or certificate as authorized pursuant to the provisions of this chapter or the regulations adopted pursuant thereto; or
2. Prevent the imposition or collection of any fine or penalty authorized pursuant to the provisions of this chapter or the regulations adopted pursuant thereto against the holder of the permit or certificate.
