    § 43.    Transfer of funds to the unemployment insurance occupational
  training fund.  Notwithstanding any other law, rule or regulation to the
  contrary, subject to approval by the director of the budget,  the  state
  comptroller  is  hereby  authorized  and directed to transfer funds from
  other state operations and  aid  to  localities  appropriations  to  the
  unemployment  insurance  occupational training fund in the department to
  meet requirements for payment of  the  state  share  of  individual  and
  family  grants  awarded  pursuant  to the federal disaster relief act of
  1974, public law 93-288.
