Every operator or owner of any vehicle transporting produce on any street or public highway within this state shall, upon request of any officer, employee or deputy of the State Department of Agriculture, or upon request of any state, county or local police officer, answer any questions concerning any produce being transported, and, if requested, shall sign a statement covering the answers.
