The Board shall fix the date, areas, hours, voting places, rules and regulations with respect to the holding of any referendum provided for in this chapter, and the Board may provide for voting by mail if it deems it advisable. The Commissioner shall give general notice of the referendum in a newspaper of general circulation in Richmond, Virginia. The Board shall send a notice of the referendum to a newspaper of general circulation in each jurisdiction in which Irish potatoes are produced at least sixty days prior to the holding of any referendum pursuant to the provisions of this chapter. The notice shall contain the date, hours, and method of voting in the referendum, the amount of tax to be collected, the means by which taxes shall be collected, the general purposes for which the taxes will be used, and the rules and regulations adopted by the Board pursuant to § 3.1-684.25.
