                     Appellant argues that nothing in any of the references teaches or suggests a                          
              “chamber within a chamber” design in which the inner chamber contains a buoyant                              
              material (Brief, page 5).  Appellant argues that this particular design is critical since, in                
              the event that the outer chamber fails, the inner containment bags provide sufficient                        
              buoyancy to prevent listing (id.).
