    § 137. Duty of commissioner to transmit information. The commissioner
  shall transmit to the local superintendent of schools,on or  before  the
  tenth  day  of  each  month,  on blanks furnished by the state education
  department, the names and home addresses of all children under  eighteen
  years  of age found illegally employed during the preceding month in the
  district subject to such superintendent.
