§ 23. Administrative regulations. The commissioner may make, amend and
repeal regulations necessary for the internal administration of the
department, and not in conflict with the rules adopted by the workmen's
compensation board or the industrial board of appeals pursuant to this
chapter for the enforcement of the labor law. Such regulations shall not
be deemed rules within the meaning of this chapter unless the context
otherwise requires.
