Section 45-49A-64 - Purpose; legislative findings.

(a) The Legislature has found and determined and does hereby declare that in municipalities having a population of not less than 175,000 nor more than 250,000 the following conditions exist:

(1) That the constant growth of private vehicular traffic in such counties is placing excessive burdens upon the road systems and parking facilities, especially in commercial and industrial districts and in areas of high population density.

(2) That the continued economic growth of such municipalities and the general health and welfare of the citizens of such counties require the availability of public facilities for mass transportation.

(3) That it is necessary and desirable and in the best interests of the citizens of such municipalities that provisions be made for the establishment in such counties of public corporations to provide public transportation service.

(4) The Legislature does hereby further declare its intention, by the passage of this part, to promote public mass transportation in such municipalities through the authorization of public corporations, as agencies of the State of Alabama, with the powers conferred by this part.
