41-618. Constitutional commemoration committee; definition
A. The constitutional commemoration committee is established consisting of:
1. Two members of the house of representatives as advisory members who are appointed by the speaker of the house of representatives and who may not be from the same political party.
2. Two members of the senate as advisory members who are appointed by the president of the senate and who may not be from the same political party.
3. The governor or the governor's designee.
4. The superintendent of public instruction or the superintendent's designee.
5. Six public members, two of whom are appointed by the governor, two of whom are appointed by the speaker of the house of representatives and two of whom are appointed by the president of the senate.
B. The members of the committee annually shall elect a chairman and vice-chairman from among its members. Members are not eligible to receive compensation but are eligible to receive reimbursement of expenses under title 38, chapter 4, article 2. Except advisory members of the state legislature, members shall serve four year terms.
C. Legislative staff shall provide operational support to the committee.
D. The committee shall:
1. Collaborate and cooperate with public, private and nonprofit entities to promote public understanding of the Constitution of the United States, the Bill of Rights and the additional amendments, including those that made advancements in civil rights and other personal liberties.
2. Promote and sponsor observances in this state commemorating and celebrating historical events that encourage youth and adult civic participation.
3. Support expanding existing programs that promote civic participation and educate school-age children.
E. The committee may accept, spend and account for donations, gifts, bequests and devises that are consistent with the overall purpose and objectives of the committee.
F. For the purposes of this section, " advisory member" means a member who gives advice to other members of the committee at meetings of the committee but who is not eligible to vote and is not a member for determining whether a quorum is present.
