(a) None of the annexation laws of this state shall have any application in the area within one-half mile of the boundaries of any state park located in a county with a population in excess of three hundred fifty thousand (350,000) persons unless the annexation is approved by a majority of the voters residing within such one-half mile area, the area to be annexed is on the opposite side of a navigable river from the state park, or the area to be annexed is on the opposite side of and south of an existing railroad right-of-way from the state park.
(b) (1) Any order of the county court issued in contradiction hereof is void if the order is issued after August 1, 1997.
(2) However, if any county court order was issued after August 1, 1997, annexing an area on the opposite side of and south of an existing railroad right-of-way from a state park, then the county court order is declared valid and not void.
