When the Governor has executed the compact on behalf of this state and has caused a verified copy thereof to be filed with the Secretary of State, and when the compact has been ratified by one (1) or more of the states named in ยง 15-33-101, then the compact shall become operative and effective as between this state and the other state or states. The Governor is authorized and directed to take action as necessary to complete the exchange of official documents between this state and any other state ratifying the compact.
