(a) Except when otherwise provided, the Department of Labor shall have the power, and it shall be its duty, to enforce this chapter and the rules and regulations adopted by the Elevator Safety Board.
(b) In cities, towns, or other governmental subdivisions having a building department with qualified personnel to enforce this chapter or portions thereof, the Director of the Department of Labor may delegate the building department as the authorized representative of the Department of Labor to enforce and carry out the provisions of ยงยง 20-24-112 -- 20-24-116 or any portion thereof as may be designated by him or her.
