(a) If the Division of Child Care and Early Childhood Education of the Department of Human Services finds that an applicant for a child care facility meets the licensing requirements for a child care facility in the main and has a reasonable expectation of correcting deficiencies in a reasonable time, then the division may, in its discretion, issue a provisional license for a child care facility.
(b) The provisional license shall be in effect for a reasonable time, which time shall be specified in the provisional license.
(c) Issuance of provisional licenses shall be in accordance with the published rules and regulations adopted by the division in accordance with this subchapter.
