DECISION ON APPEAL
A patent examiner rejected claims 1-22. The appellant appeals therefrom under
35 U.S.C. § 134(a). We reverse.
BACKGROUND
The invention at issue on appeal concerns telecommunications. Conventional
telecommunications networks use circuit switching to achieve an acceptable quality of
service ("QoS") for end users. Such networks, moreover, have been customized for the
type of traffic to be transported. For example, voice traffic is sensitive to latency but
