                                          DECISION ON APPEAL                                                                    
                  This is a decision on appeal from the examiner's final rejection of claims 1, 4, 5                            
            and 8-16, which are all of the claims pending in this application.  Claims 1 and 4 were                             
            amended to incorporate the limitations of dependent claims 3 and 7 and claims 3 and 7                               
            were canceled subsequent to the final rejection in an amendment filed March 17, 2004.                               
            We REVERSE.
