Within 10 days after notice and acceptance of their appointment, the members of the commission shall meet at the principal administrative office of the principal county and organize by electing from their number a chairman. They shall also appoint a secretary who shall not be a member of the commission. Thereafter the members of the commission may meet at such times and places as they select.
A majority of the commissioners shall constitute a quorum for purposes of transacting business and making the “determinations” required pursuant to this article.
