Sec. 15-45. Order or certified copy. An order or a certified copy of an order, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof of the following:
(1) That the signature is the genuine signature of
the Secretary.
(2) That the Secretary is duly appointed and
qualified.
(3) That the administrative law judge is duly
appointed and qualified.
