Criteria for distribution of funds; requirements

Sec. 8. The department shall establish criteria for the distribution
of funds under this chapter. The criteria must include the following
requirements:
(1) That the program receiving state assistance:
(A) involve residents in the area to be served by the program
in the planning and operation of the program; and
(B) involve the business community in the area to be served
by the program in its development and operation.
(2) That the distribution of assistance among areas within the
state be equitable, with priority being given to areas with high
unemployment or underemployment.
(3) That financial assistance under this chapter to any program
may not exceed twenty-five percent (25%) of the cost of the
program including costs of administration.
(4) That a program receiving financial assistance have adequate
internal administrative controls, accounting procedures,
personnel standards, evaluation procedures, availability of
inservice training and technical assistance programs, and other
policies that are necessary to promote the effective use of funds
received under this chapter.
