"Obligor"
Sec. 15. "Obligor" means an individual or the estate of a decedent
who:
(1) owes or is alleged to owe a duty of support;
(2) is alleged to be, but has not been adjudicated to be, a parent
of a child; or
(3) is liable under a support order.
