Applications; leased and privately owned vehicles
Sec. 13. Except as provided in sections 14 and 15 of this chapter,
a person who:
(1) has leased; or
(2) is the owner of;
a vehicle that is required to be registered under this chapter may
apply for and obtain the registration in any county.
