Nonmoving traffic offense
Sec. 4. As used in this chapter, "nonmoving traffic offense" means
a violation of a statute, an ordinance, or a regulation concerning the
following:
(1) The parking or standing of motor vehicles.
(2) Motor vehicles that are not in motion.
