Section 115. The commissioner may make and promulgate such rules and regulations as may be necessary to effectuate the provisions and intent of said sections one hundred and two through one hundred and fifteen and to enforce the provision of any marketing agreement or order, all of which shall have the force and effect of law.
The commissioner may institute such action at law or in equity as may appear necessary to enforce compliance with any provision of said sections one hundred and two through one hundred and fifteen or any rule or regulation, marketing agreement or order, committed to his administration, and in addition may apply for relief by injunction if necessary to protect the public interest. Costs incurred by the commissioner in such proceedings shall be paid from the trust fund established under section one hundred and thirteen of this chapter with respect to the marketing order or agreement in the proceedings.
