Section 13. Upon receipt of application from a political subdivision of the commonwealth having accepted the provisions of section eleven E of chapter thirty-two B, the commission shall determine whether the addition of the retired teachers, including dependents and surviving spouses, of the political subdivision to the group life and health insurance coverages provided to employees under this chapter would be in the best interests of the commonwealth, the political subdivision and all insured employees with particular consideration being given to claim experience and premium costs. Upon approval by the commission, the political subdivision having been duly notified shall then comply with the procedures outlined in the rules and regulations of the commission. The commission shall secure reimbursement to the commonwealth for the governmental units’ share of the premiums, subsidiary or additional rates if any, and administrative expenses in accordance with the provisions of section ten B which are hereby made applicable to this section.
