Rates for services to be averaged geographically; exception. The rates charged by a PAR carrier for services, except for competitive services, must be geographically averaged throughout the service territory in which the PAR carrier is the provider of last resort, as determined pursuant to regulations adopted by the Commission, or within such other smaller geographic area as the Commission deems appropriate to balance the interests of all customers and providers.
