Intrastate access prices: Maximum amount; offset of reductions. The intrastate access prices charged by an electing PAR carrier must not exceed the interstate access prices charged by the electing PAR carrier as authorized by the Federal Communications Commission for corresponding elements, and any resulting reductions must be offset on a revenue-neutral basis with adjustments to other essential retail services subject to regulation by the Commission.
