Order accepting plan or specifying inadequacies; recovery of costs from customers.
1. Within 135 days after a utility has filed its plan, the Commission shall issue an order accepting the plan as filed or specifying any portions of the plan it deems to be inadequate.
2. All prudent and reasonable expenditures made to develop the utility’s plan, including environmental, engineering and other studies, must be recovered from the rates charged to the utility’s customers.
