City having commission form of government may expend net profits from municipal utilities for general municipal purposes. In any incorporated city having the commission form of government as defined by paragraph (b) of subsection 1 of NRS 267.010, all net profits derived from municipally owned and operated utilities may be expended, in the discretion of the governing body of such city, for general municipal purposes.
