Use of sawdust on floors in retail meat, poultry and fish markets. A food establishment engaged in the cutting and packaging of meat, poultry or fish for retail sale may use sawdust on the floors in that area of such establishment not visited by the public if:
1. Such sawdust is treated in a manner approved by the Health Division of the Department of Human Resources; and
2. The floors are cleaned and fresh sawdust is used daily.
