Power of Division to require tests or proof of compliance. Whenever there is definite evidence that any material, appliance, device, arrangement, system or method of construction does not conform to the standards set by the regulations of the Division, it may require tests or proof of compliance to be made at the expense of the manufacturer or his agent, subject to a right of appeal.
