Liability for cost of abating nuisance. The owner or the lienholder of the mobile home is liable for the cost of abating the nuisance. If the mobile home is in such condition that identification numbers are not available to determine ownership or the agency is unable to locate the owner or the lienholder of the mobile home, the owner of the land on which the mobile home is located is liable for the costs.
