Financing of administration.
1. Except as otherwise expressly provided in this Code, funds with which to carry out the administration and enforcement by the Commissioner of this Code shall be provided by legislative appropriation from the General Fund and shall be paid out on claims as other claims against the State are paid.
2. No such claim shall be paid unless approved by the commissioner.
