“Consolidated insurance program” defined. “Consolidated insurance program” means a program of insurance that provides, for a specified period:
1. Industrial insurance coverage;
2. A comprehensive program of safety; and
3. For the administration of claims for industrial insurance,
Ę for each employee of a contractor or subcontractor who is engaged in a construction project when such an employee works at the site of the construction project.
