“Emotionally disturbed child” defined. “Emotionally disturbed child” means a child whose progressive development of personality is interfered with or arrested by mental disorder so that he shows impairment in the capacity expected of him for his age and endowment for:
1. A reasonably accurate perception of the world around him;
2. Control of his impulses;
3. Satisfying and satisfactory relationships with others;
4. Learning; or
5. Any combination of these factors.
