Declaration of legislative intent. The intent of the Legislature in the enactment of NRS 435.130 to 435.320, inclusive, is to aid mentally or functionally retarded persons and persons with related conditions who are not served by existing programs to receive high quality care and training in an effort to help them become useful citizens.
